Bridging the Gap Between Policy and Action in Post-Conflict Recovery
This forward-looking 2025 report highlights the African Union’s revised Post-Conflict Reconstruction and Development (PCRD) policy, now expanded to address youth, children, and the climate–environment–conflict nexus. Convened in Addis Ababa, this high-level workshop brought together African scholars, policymakers, civil society actors, and international partners to identify practical strategies for translating the PCRD’s ambitious vision into context-specific, locally owned action.
The report explores how to operationalize the AU’s nine-pillar framework across fragile contexts, rebuild trust between citizens and states, and integrate climate resilience and private sector innovation into recovery. It emphasizes people-centered approaches, regional ownership, and sustainable financing — showing how Africa’s post-conflict recovery must evolve beyond top-down declarations to tangible, lasting impact on the ground.
➡️ Key themes: Inclusive governance, climate and environmental resilience, private sector innovation, sustainable financing, and adaptive learning for implementation.
